Strengthening Whole-of-Society Resilience

The Global Cooperation and Training Framework (GCTF) successfully convened the International Workshop on Whole-of-Society Resilience Building, Preparation, and Response from March 4 to 6, 2025. This event was co-hosted by the Ministry of Foreign Affairs (MOFA), in collaboration with the representative offices of the United States, Japan, Australia, and Canada in Taiwan, and in partnership with the National Fire Agency of the Ministry of the Interior.

The workshop brought together experts and representatives from government, academia, and the private sector, fostering an exchange of innovative strategies and best practices for strengthening societal resilience. A total of 264 participants, including 61 foreign delegates from 30 countries, engaged in discussions aimed at enhancing preparedness and response capabilities for both natural and human-induced disasters.

In his opening remarks, President Lai Ching-te emphasized that Taiwan, as a responsible member of the international community, is committed to contributing to global democracy, peace, and prosperity. He highlighted the importance of collaboration through the GCTF as a means for Taiwan and its partners to share expertise and experience, collectively addressing emerging global challenges.

The workshop featured in-depth discussions on key resilience topics, including:

  • Establishing consensus on whole-of-society resilience and command structures

  • Civilian force training and utilization

  • Strategic material preparedness and critical supply distribution

  • Energy and critical infrastructure operation and maintenance

  • Medical preparedness, social welfare, and shelter systems

  • Protection of information, transportation, and financial networks

Additionally, representatives from multinational corporations shared insights into resilience planning and emergency response strategies. Participants also visited the National Fire Agency Training Center in Nantou, where they observed Taiwan’s advanced firefighting and disaster prevention training programs.

As the world faces increasingly complex disaster and security challenges, fostering a resilient society through international cooperation is more crucial than ever. Taiwan and its GCTF partners remain dedicated to promoting meaningful exchanges and collaboration, reinforcing the global capacity to safeguard stability, prosperity, and security.
